The Banking Guarantee Fund – publisher of the quarterly magazine Safe Bank and KNF – the Polish Financial Supervision Authority, invites submissions for a special issue dedicated to the theme “Navigating through Uncertainty”. The special issue marks the 20th anniversary of the KNF and builds on the International Conference on Finance held in Warsaw on 23 September 2026.

Background

European financial systems operate today amid persistent sources of uncertainty: hybrid warfare, war in Ukraine, the fragmentation of trade and capital flows, elevated public debt, growing cyber threats. The International Conference on Finance held in Warsaw on 23 September 2026 approached these matters from three angles: the operational resilience of critical financial infrastructure, growth and financial stability in the current macroeconomic and geopolitical environment, and regional cooperation as a pathway to stronger financial markets. The special issue invites researchers, policymakers and practitioners to continue this debate using approaches from economics, finance, law, behavioural science, computer and data science, and information technology.

Topics of Interest

We welcome contributions addressing, among others, the following themes:

Cyber risk and the operational resilience of critical financial infrastructure, including: cyber threats to financial institutions and market infrastructures, the implementation and effects of DORA, ICT third-party and concentration risk, cooperation between financial supervisors, central banks and national security and cybersecurity agencies, risks associated with artificial intelligence being used to breaking security systems.

Growth, financing and financial stability in the current macroeconomic and geopolitical environment, including: transmission of geopolitical risk and fragmentation to bank balance sheets, funding costs and credit supply, the sovereign–bank nexus, interest-rate risk and bank profitability in a high-debt environment.
